We do provide libyang:

$ apt-cache showpkg libyang0.16

Package: libyang0.16
Versions:
0.16.105-1~ubuntu18.04.1 (/var/lib/apt/lists/deb.frrouting.org_frr_dists_bionic_frr-stable_binary-amd64_Packages)

If I'm not mistaken, our current releases use libyang 0.16, and won't work with 1.x. libyang has frequent ABI changes, you need to use the version we explicitly depend on.
