[dev] To support Tunnel Encapsulation Attribute in BGP

Hello: BGP has a SFAI named Tunnel Encapsulation, it is important in overlay scenario.More detail can be found in the RFC 5512 and RFC 5566. Is there any plan to develop this AFI/SAFI in BGP? Thanks！ Davi
