Mike - The only time that you should be seeing that message is when staticd is trying to register without a connection to zebra. How are you starting up FRR? Please ensure that staticd is started *After* zebra. As for the MPLS issue. With frr7.4, starting up the daemons seems to generate a whole mess of warnings / errors which doing their check. Are they actually errors or false positives ? The daemon seems to start up fine
e.g.

eg
