Your other option is to install or upgrde to debian 10 (buster), because
this includes an frr package.
Either re-install. Or add buster lines in /etc/apt/sources.list
Then:
# apt install frr
Info here, https://packages.debian.org/buster/frr
I'm not sure using debian 10 would be great for production, no security
support. But would be an easy way to test.
