Just checked the control file for the 18.04 backport

On dependency it shows “libjson-c2 | libjson-c3” for the libjson, so either of them should work.

Thanks for the reply.  That’s ansible output.  I have been bouncing between 16.04 and 18.04 boxes and I might have gotten my wires crossed on versions / packaging.  Apologies in advance if this is the case.  I will post what I come up with shortly.
