I don’t want to have the quagga packages uninstalled. Is there an option to install FRR without uninstalling Quagga?

looking at the line again looks like you missed at least some of the instructions.
you should be able to just copy paste this whole block from `deb.frrouting.org` directly into bash
though you should make sure to delete
/etc/apt/sources.list.d/frr.list
before trying the following again

That means it worked, and you can now perform an `apt update` followed by `apt install frr`.

What does that mean?

Since you’re running Ubuntu, the simplest way to get FRR installed the right way for production (not development) is through the official APT repository holding prepackaged DEB files: https://deb.frrouting.org
