[FROG] FRR 7.0 BGP does not connect to passive neighbor

Hello, I have an issue where my BGP neighbor is configured in passive mode, however my BGP (FRR 7.0) instance does not attempt to connect to this neighbor. Is this expected behavior? Is there any way I can force my BGP instance to initiate a connection to the passive BGP neighbor ? Thanks, Chris
