FRR 9.0 Release

Dear FRR Community,

    We are pleased to announce the FRR 9.0 major release. Big thanks to 
all contributors.

The major change in 9.0 is the introduction of a new centralized 
management daemon called mgmtd. The new daemon will enable a new 
northbound yang-based management interface for all FRR configuration to 
all daemons. Currently only the staticd (static routers) daemon 
configuration have been migrated to go through mgmtd. We expect more 
daemons to follow in future releases. mgmtd is run by default and can't 
be disabled.
