[FRR announce] FRR Release Candidate 10.4.0-rc1

Dear FRR Community,

Release 10.4 is around the corner. In an effort to catch any issues early, we did publish  debian and rpm packages in a new channel called “frr-rc” that is available at
   deb.frrouing.org <http://deb.frrouing.org/> 
and 
   rpm.frrouting.org <http://rpm.frrouting.org/>

10.4.0-rc1 release candidate notes are available  at:

    https://github.com/FRRouting/frr/releases/tag/frr-10.4.0-rc1
