When the neighbor is formed over an IPv6 address we can still activate the
IPv4 unicast address family (it is active by default in FRR unless you do
'no bgp default ipv4-unicast').  That is what is happening above, ipv4
unicast is 'active' for this neighbor so we advertise that capability which
in turn causes us to advertise the ability to RX add-paths for that
address-family.
