[dev] Debian Packaging

The Quagga Debian maintainer has expressed his intent to orphan his
involvement with its packaging:

FRRouting Debian packaging is currently distributed via its github page:

https://github.com/FRRouting/frr/releases

I would guess Cumulus maintains their own private repository, along with ptm
packages.

What plans are there for moving packaging into Debian main?
