Yes, i think so,  though it’s not latest frr 
and you can get VyOS image with frr installed (but not yet integrated)  
here - http://dev.packages.vyos.net/images/experimental/

Regarding packages and packaging process better to talk with Daniil
We will be interested to have FRR in Debian Main
