[dev] New build dependency for documentation

Hi folks, we have switched to using RST+Sphinx as our documentation system.
To build FRR you will need a Sphinx package. Most distributions offer a
sufficiently up to date package. Details on which package you need to
install on your platform can be found in the developer documentation under
"Building".
