[dev] Yearly TSC voting coming up

I'd like to nominate David Lamparter, who needs no introduction :)

In addition to all his contributions to FRR, since the early days
before the fork, David is also very skillful at resolving conflicts
diplomatically and managing difficult situations. He's someone I trust
will always make the right decisions for the FRR project.

I also want to withdraw my carry-over nomination from the TSC election
this year.
