You should be able to install the Debian 10 package on Ubuntu 19.04.
Just alter the instructions from https://deb.frrouting.org/ and replace
the "$(lsb_release -s -c)" with "buster":

echo "deb https://deb.frrouting.org/frr buster frr-stable" | ...
