[dev] make check error in mlag

Hi, I am facing below error while 'make check'
...
- generated xml file:

   - I do not have protobuf support and also I have explicitly disabled
   --disable-protobuf.
   - Attached my config.h

Any suggestions on how to disable mlag for 'make check'
