[dev] Results of the 2023 FRR TSC elections

All,

The TSC election was closed yesterday. 21 out of 25 eligible maintainers voted.
Here are the results. In alphabetical order, the following nominees were elected by single transferable vote.

Lou Berger
Donald Sharp
Mark Stapp
Russ White
Martin Winter
