[dev] Memory Leak observed in Type2 EVPN processing on FRR 8.5.1

Hi Everyone,

We are currently testing EVPN VXLAN on SONiC 202311, which includes FRR
version 8.5.1.

As part of our testing, we're simulating EVPN VXLAN with continuous MAC
mobility. This simulates Type 2 EVPN message handling. We see the memory
usage of the BGP container increases continuously and the memory is not
returned after the test is complete.
