[FROG] FFR v4 EVPN documentation

Note that Vincent Bernat's guide requires FRR 4.0 to be compiled with
'--enable-cumulus' for the 'advertise-all-vni' setting to be accepted. This
is not the default, at least for the RHEL/CentOS 7 packages.
