[FROG] Experimental OSPF SR

We have added Experimental support of OSPF SR
(draft-ietf-ospf-segment-routing-extensions-24).  I would like to
thanks Olivier for his hard work in getting this work done and Renato
taking the time to fully review and test this feature.

This feature is available on the master branch.
