[FROG] BFD with BGP

With 3.0 you need to get PTMD and set it up, in order for BFD to work
properly w/ FRR.  We do have a current PR for much better BFD
integration that we are currently working on.  See
https://github.com/FRRouting/frr/pull/1853 . We actually would love to
have more feedback about how it works for people.
