I’m not a lawyer, but the way I do understand the GPL related to your 
question is like this:

It doesn’t sound like you link/modify the FRR code, so it’s all 
unmodified,
just part of a commercial product (together with other closed source 
code).
As such, you are still distributing FRR and are bound on the GPL for it 
and you
need to either include the FRR source with the product you ship or 
provide it
on request.
However, this only relates to the FRR code and not any of the other 
code.

If you modify FRR, then you would need to give out your modification to 
FRR
as well with the source code
If you link from your proprietary code to the frrlib or other GPL 
covered
libraries of FRR, then at this time you might need to open source your
code as well.

But check with some lawyer or at least read up on GPL to get a better 
understanding
