[FROG] FRR eigrp daemon kill

So EIGRP still needs some work to bring it up to a more acceptable
level of performance.  Having said that, I did fix a few EIGRP crashes
on master a couple of weeks back that were directly related to
interfaces going up/down.  Please try latest master and see if this
fixes the issues you are seeing.
