[FROG] Yocto Recipe for FRR

Hi Amol,

sorry to keep you waiting. Attached is the current yocto recipe for
frr. We currently use the 5.0.1 version and as a head up the git
version is likely broken and likely will be removed when we push the
layer to github.

Feedback is welcome :)
