[FROG] PIM-BSM implementation in FRR

Saravanan, Sarita and Rajesh:

Great work!  Is the plan to add the self-election in a subsequent update?
It would be great to have an RFC5059 implementation for a group of FRR
routers to self-elect.  A part of my network would benefit hugely from
having this function.
