Kevin -

`Does FRR support IGMPv3 report w/ exclude mode` -> This has not been
implemented yet.  We would love for someone to implement this feature.

`Does FRR have any plan to support only IGMP enable case`?  -> This is a
bug and needs to be fixed.  Please feel free to file an issue.
