[FROG] static routes not working

Hi,
The problem was stuck kernel route. This route was added with ip route
command and later on added in zebra. When the port got down the route
remained in fib of zebra with unknown interface. There was no way to
remove. Through ip route del > no process.  No way to delete kernel route
in zebra. Restarted frr and it resolved the problem.
