[FROG] ipv6 nd managed-config-flag ignored?

>From a very quick code inspection it sure looks like we set the flag.
I even went and looked at the 4.0+cl3u17 code and it's identical to
master.  I would suggest you open a case with Cumulus Support to get
it looked at.
