Same as VPLS;  Linux currently has no Ethernet-in-MPLS encapsulation
capability[*].  (Getting to VPLS from VPWS/EoMPLS would be relatively
easy.)

[*] there is a "hack" in TC filter actions, but it cannot be used for
actual VPWS setups since it doesn't support an actual label base.
