During discussion of PR's, We currently have a PR against topotest
that fixes issues created in CI system by a new feature PR in FRR .
Question came up about how to link changes across repo's.   This
should be discussed on alias/slack and then brought back to group for
final discussion.


General question about process startup and how to handle processes
came up during the OSPF vrf support PR.  Donald to start a discussion
on alias about this issue.
