[dev] Issue with updating arp entries

Hello all,


We at XCloud Networks are dealing with customers who run many hundreds of Routing on the host enabled machines.
We are facing an issue which is described in bug tracking system with the link  https://github.com/FRRouting/frr/issues/752 <https://github.com/FRRouting/frr/issues/752>.
We want to start our contribution to the FRR project from solving this particular issue.
