[dev] Support for SR TE in FRR

Hi Team,

Want to know if SR TE is supported in the latest stable release of FRR.

I can see few TE related CLIs like : mpls-te on under router ospf and other
segment routing commands but not able to see the TE parameters being used.

My config for device1 looked like below:
router ospf
 ospf router-id 1.1.1.1
 network 1.1.1.1/32 area 0
 network 20.1.1.0/24 area 0
 capability opaque
 mpls-te on
 mpls-te router-address 1.1.1.1
 segment-routing on
 segment-routing global-block 10000 19999
 segment-routing node-msd 8
 segment-routing prefix 1.1.1.1/32 index 1100 no-php-flag
 router-info area

I have installed required mpls kernel modules in the box but if I go and
check mpls-te interface ,I see below:
show ip ospf mpls-te interface
  eth0: MPLS-TE is disabled on this interface
  eth1: MPLS-TE is disabled on this interface
  eth2: MPLS-TE is disabled on this interface
  eth3: MPLS-TE is disabled on this interface
  lo: MPLS-TE is disabled on this interface

Can anyone throw some light on how to make use of the TE parameters.
