[dev] Regarding libyang on the ubuntu18.04 deb

Hi Quentin,

Remembering the discussion from issue
https://github.com/FRRouting/frr/issues/5520, were the needed fixes done to
the version provided by deb.frrouting.org? Is it safe to use it?
