[FROG] How to configure RFC 4364 (BGP/MPLS) VPNs with FRR/bgpd

This is work that is currently being done.  See #1739 (
https://github.com/FRRouting/frr/pull/1739 ).  We also have not fully
finalized the cli but are in active discussions about it's final shape
with the relevant parties.
