[FROG] CNTRL+Z change

This seems to be an issue with frr8 and not readline. The same version 
of readline 8.1.2 with frr7x is fine. With frr8.x the behaviour is 
different. Is there any way to restore the function of ctrl+z so it 
doesnt punt me right out of vtysh ?
