[FROG] STARVATION: task vtysh_rl_read

You have a couple of choices:

`no service walltime-warning` -> This warning will be suppressed in
ordinary running of FRR.
`service walltime-warning X` -> Where X is some number where by starvation
times are less than it won't be warned about.

All in all it's probably worth disabling starvation events for this
particular event( vtysh_rl_read ).  I'm going to think about this some more
and discuss it with a couple of other developers before I do anything.
