libc-ares:

sharpd at robot:~/frr/doc$ dpkg -l | grep ares
ii  libc-ares-dev:amd64                        1.10.0-3ubuntu0.1
                      amd64        asynchronous name resolver -
development files
ii  libc-ares2:amd64                           1.10.0-3ubuntu0.1
                      amd64        asynchronous name resolver

doc/Building_on_Ubuntu*.md should help you get going.
